Its not.
There's no police identification stickers, lights, etc. Have you ever seen a private security vehicle in black and white before, yes. The only kicker is you can't have any red/blue lights pointing forward. As a non-cop, you can have a amber colored lightbar, thats it. No colored spotlights either.

I talk to chp about my car befor I started to paint it..I even have the decals for it..there ganna go on it too.as long as the decals r cover when on the road am good..

Thanks bro .for some information I Already know..but like I said..I talk to chp went to dmv ..and wat I was trying to do is a car I can take to police events ....u just need to get more into it then just reading some stuff on web sites ..seat down and talk to the right people like I did...

Painting a vehicle to resemble a police vehicle would include the decals. Nothing about doors or colors is specified. A color scheme isn't lited anywhere.
Every authority having jurisdiction is able to paint their squad cars whatever color that jurisdiction wants. Be it black/white, black/silver black/blue etc. Just because you two-tone your car doesn't make you in violation of impersonating a cop or building a cop car.
If you're worried, put a silver pinstripe on the quarter panel, no police car ever had that.

it is illegal...my friend painted it the same way with NO decals or anything saying police or anything like that and still got pulled over for having the doors white and the whole car as a cop car. went to court and the judge told him the exact same thing the cop told him. he told the judge how come cop cars are sold and only thing they do is put a "not in service" sign the window but leave the decals and lights. never got a clear answer so he just painted his doors black
