Tape will dry out over time. Thoroughly degrease the covers and use an epoxy based glue like JB Weld that can take the heat cycles.

3m double sided tape will do the job. Just degrease it before applying

Clean and use gray rtv tape it for a day or two and should glue perfectly and last the heat cycles.

Guys above are right, the high quality 3M tape will work better cleaner than glue as long as you fully degrease and dry the valve covers first.
