Anyone know how to get the stock radiator fan on a 95GT to turn on before 221F?

yup that's what I have on my 95. I have a dial under the hood spliced into the fan plug, there is a thermostat sensor that is slid in between the radiator core and the radiator tank. Even with the car off I can turn the dial and the fan will kick on.

here you go, I don't have this exact 1 but very similar.

ok so there is nothing stock wise that can change the fan turning on sooner.

Would the engine run cooler if i put a bigger psi radiator cap on it?
