Some, of their n/a pipes are 3.5", but that one is their 4" version.

in the picture thats a 80mm throttlebody and 4" power pipe, wondering if that 4" pipe would fit on a 70mm throttlebody?

Ben 4" equals about 90mm. An 80mm TB would even be on the small size when compared to the hose.
You can get silicone hoses w/ steps built it. I have one here that goes from 3" to 4". The smaller side goes on the TB and the larger side goes on the power pipe
Call me Bro I will get you the number and web link for the guys I got the trick hose from.
