Phoenix blows. Hella crowded, hot as fuck, freeway system sucks balls, tons of smog, hot as fuck. I go there usually once a year to visit family and I can't wait to get out of there.
Texas is cool, but I've never been to Houston. Never been to Tampa either. I'd pick between these two if it were my decision. Cost of living is way lower in all three cities, so if they're not going to bump down your pay, you'll probably end up doing well in the long run. Think about renting out your place here in CA, so if anything ever happens and you need to move back, you'll still have a house to come back to.
