First check if you have the neutral safety switch hooked up then check if you are getting signal from the column, check voltage at pink & green wire at solenoid, column and both sides of the switch at the pedals.

So what would cause the fuel pump not to cycle ? Relays underneath the driver seat ? Or the relay in the trunk ?

check behind the trim in the trunk right behind the driver side tail light, there is a fuel inertia cut off switch. If the button is popped up push it down and check the wires coming out of it as well to make sure they are connected.
If this switch wiring is disconnected the car won't start.
When i swapped my motor this was the problem too. My problem turned out to be the Nuetral Safety Switch wiring above the tranny. There is a small section of wire with a connector under the car in the trans tunnel. If you do not have this connected the NSS will not work and you cannot start with key.
You can wire in a push button to the starter solenoid and the battery. I did till i figured out the problem.
long post hope it helps
