ECU has info written into so called memory banks. Modern 99+ has 4 of them, 3 with program code and 1 with program data, pre 99 had 2. Some chips such as Autologic, Superchip can replace only one bank (data bank) with external memory, Diablochip (Fordchip uses Diablo blanks) on the other hand is capable of replacing memory for all 4 banks, the same capability ECU reflash has. So in essence there is no difference between two. And as a side note, Fordchip can not only alter A/F ratio but they also do a wonder to auto tranny customizing shift points and lockup behavior, things that local tuners are not very good at.
