Clearly the Rider. Not the handicap. That striped portion of the parking lot is mainly for vans and other vehicles like this with a ramp.

There is lines there for a reason dude on the bike shouldnt of never parked there even if they knocked it over.wat if it was an emergency an they had to get the hell in the hospital if it was a hospital.doesnt matter if it was the store the biker was in the wrong.period.but its funny as hell an yeh that siiiiiick as terminator bike.

Both are in the wrong. the biker did the first wrong thing by parking there. obviously just cuz the biker parked in a wrong area, doesn't give the right for a civilian to touch or damage your property. And If anyone thinks so, ur fucked up.lol. the biker or anyone else for that matter will answer to law enforcement if parked in a no parking zone. It's not up to a civilian to act like a douche or a cop if he or she is not.

that is a handicap access van and the person using it can only use that ramp. those spots are there for that reason, driver of van should not pay any damages and the biker should learn his lesson

I ride and my mom is wheelchair bound, the rider is at fault I would never park my bike in a wheel chair access area or on a sidewalk where I could block someone in a wheelchair.
