so all I have to do is email these senators and tell them how I feel? more than likely they will see my email as spam and delete in bulk emails

Is this the Bill that will change the 30 year rule though? I heard a while back where they wanted to pass this in CA, the problem is a few years from now when your '84 and '85 and '87 were supposed to come up for smog exempt they no longer will because of this new Bill. Basically a 30 year old car will no longer apply no matter what year it is because the new Bill will only make it '81 and older. People think it's a good thing but I think it's another way for CA legislators to get over on people. I may be wrong about this but it would not surprise me.

The way the law is now your pre 74 is exempt and There is no chance your your 84 85 86

Believe it or not, BARs plans and legislatures plans contradict each other. Legislations plans are in a nutshell to fuck over everybody. BAR is slowly trying to get rid of loaded emission testing (dyno) and make the testing OBD and visual based (the same way diesels are tested). Pre 96 cars are unable to be tested via OBD communication. By 2016-2020ish pre OBD2 cars will be few, and BAR will hopefully drop them from the California smog check program IF the California air resource board idiots will cooperate.

they stopped car being smog exempt in 79' my dads toyota was supposed to smogged exempt but he is still required to smog it every 2 years

If passed, it only excludes you from the biannual emissions testing. Your vehicle still has to have factory or CARB approved emission componets at all times.

The 30 year rolling exemption ended in 2005. That's why only '75 and older are exempt from the bi-annual smog test. like it was mentioned, you still have to have all your smog equipment that came on the car.
