Sounds to me that you still have air in the lines. Just keep bleeding them.

Good Luck

Normally i power bleed the systems but you can reverse bleed it i have had very good luck with that.Use a brake syringe at the calipers crack the bleed and force fluid from the caliper to the master. This pushes all the air back to the master and removes the air nicely. It sounds like you have air in the system. If you do not get the air out of the balance portion of the master you will never get a pedal. Did you bench bleed the system?? Here is a trick that i sometimes due. Get a container of brake fluid and a vacuum line that fits the bleeder valve. Hook it to the barb on the bleeder crack the bleeder and submerge the other end in the bucket of brake fluid. Have a helper slowly pump the brakes till the bubbles stop. Then close the bleeder and move to the next caliper. Do this till all the air is pumped out.

If the car was a hybrid. DISC FRONT REAR DRUMS the valve has to go. I normally use an adjustable valve and remove the combo valve completely. I am assuming you checked the rod length and master piston relief depth or should i say bored piston hole for correct length verses push rod clearance. You should have a gap of 0-1/8. Check the push rod clearance ad Duncan posted. It is a possibility.
