Can you hear it blowing off the air preasure somewhere. Are there any symptoms? Belt slip? Is the impeller locked up? Any odd noises?

Pull your discharge tube off and start the car. You should def feel a lot of air. If not something is def wrong.

+1 how do you know its not boosting? I would pull the cap off of the throttle body line(the one that used to connect the throttle body to the valve cover if you have an 87-93 setup) while the car is running to see if any air blows out of it. If the supercharger is moving air then a lot of air will come out of the tube right there.

One time I bumped off that tube by accident while under the hood and car was running and was really surprised how much air was coming out of there at idle. If the supercharger isnt doing anything there will be no air coming out of there
