no i believe the contral arms are different offsets for the ball joints. 64-66 are the same. 67-70 are the same, with the exception of the 70 spindles which hold a bigger bearing.

I dont believe so, at least without a lot of modification.

64-66 use shims on the upper control arms while 67+ use eccentrics. Probably some other differences too since the 67 is a differnt chassis.
