what does it do? and will an eliminator bracket effect any performance or drivability?

EGR is a smog device that re-circulates exhaust gasses back into the intake so that they can be re-burned.

Not sure how it will affect drivability if you block it off. You may have to have it turned on in your computere (dunno for sure though).

One thing for sure is that you will not be abel to pass smog with it blocked.

The valve stays closed at WOT , so it does't hurt performance.
