What does it mean if you're not getting the usual panel lights comming on when the key is turned up to run? Attempting to start it does nothing either. Is this a fusible link issue? Where is it?

The battery is fully charged and headlights are bright. JFYI

Your fusible link will not stop your car from cranking. I just dealt with an issue regarding my fusible link so NO it is not that in your case.

You said your battery works right? Well, that isn't it then. But the easiest thing to check for are blown fuses. CHECK THEM ALL!

Otherwise, I am not sure why your dash lights are not coming on but when you turn the key in the ON position. But since you have already made it clear that you can't even get the car to crank, you have an obvious problem between the ignition key and the starter itself. It could be ANYTHING in between those two sources.

Take a voltmeter and start probing man. Start by taking off the steering column plastics and probe the ignition wires to see if they are sending any signals when in the ON position. If not, then your problem could be right there. You can also probe the starter solenoid and a million other things but start from the key and work from there.
