Ive never been able to get it to work. Ive pulled the codes on my car many times, but never did it do this test. How do you usually do your EEC testing/pulling codes?

Do you get any trouble codes durring the engine on test? If so, what codes? Some codes durring the engine on test will prevent the EEC into conducting an cyl balance test.
Just to make sure you're doing the test right....
have the EEC run the engine running test. After it spits the last code, goose the gas pedal. The RPM's should hang around 2K RPM and the EEC will start the cylinder balance test.

I always get an EGR code because its not hooked up. During the testing, it does rev to ~2000 RPM but I dont think its doin the balance test. And suppose one of the cylinders is low, how does the EEC output a code that ends in zero? Example... Cylinder #3 has low compression, so it wants to output a "30" to represent this. First the EEC will flash the CE light 3 times to represent the 3, then pause, then do what? What represents a zero value?

9 blinks, short pause 9 blinks means everything is okay..... the RPM's will drop and you goose the gas pedal again. This time it'll run the test but me more strict as to what passes and what doesn't. If a cyl is bad, it will blink that cyl number pause shortly and blink the number again. The RPM's will drop down again. For a third time goose the gas pedal. This time the EEC will be the most strict as to what passes and what doesn't. If you get 9_9 for all 3 tests then you "passed". Common reasons for getting a cylinder number code is bad plug/wires or clogged/stuck open injectors.
