I have a Cobra upper for my 93 and a guy is saying that he has a GT40/Cobra lower off of an Explorer. Will this match up no problem?

Yes. Keep in mind that the Explorer lowered (and the 94/95 Cobra lowers aren't drilled for the ACT sensor and sometime durring the explorer years (late '96 I think) they changed the EGR setup so this guys lower may not have the port your upper does.

He said it does not have the ACT sensor in the lower and that was why he thinks it is off an explorer. Can a machine shop drill and tap this no problem usually?

You don't need a machine shop if you have a large enough tap bit. Another option is to relocate the ACT sensor into the air box like Ford did in '94.
