I would recommend Universal Metal Polishing in Hayward for the polishing and Pacific Rim in Pittsburg for the black chrome.

I had Wheel Techniques perform a VERY small repair on two Forgline wheels this summer. They did fine work, although my repair was very minor. They did a decent job on my wheels, but I wasn't overly impressed with the place overall. If I had a large job, I would check out Rite-Way in Walnut Creek. I have only read postive comments on them.
