I would be interested in how a university becomes "accredited". If that is the check point of it all then how did they become legit? More payoffs? A break in the system?

From my understanding the accreditation comes from an accreditation agency. There are recognized and unrecognized agencies. The latter does not have the endorsement of the Department of Education which basically means being in an "accredited university" means jack squat if the agency is not endorsed by DOE as well. Perhaps this is just of of those many shady schools (probably one of many of the "pay to get a degree schools".
