Most states reporting that some of them don't even have a name written down when they receive them so how the hell are they running background checks?

Seriously though, it sounds like Brown is just upholding the law, which is what he should be doing at this point.

I was just referring to the posted article which states ( I haven't researched to see if it's true) that "the states have no legal authority to reject refugees."
I then followed up by saying that Mr. Brown is just following the law. If he wanted to change the law, then there is a process. Much like in the article you posted, which essentially helped validate my position...
