Sounded like they were on a walk where homeless folks live which as a responsible dog owner you should always have you dog leashed up when youre off of your property.
It didnt sound like the dog was just chillin in the back yard, if it was then fuck the cop. Stay out of the backyard unless your willing to deal with a dog barking on you.
