Am assunming this is a letter that the a mexican cartel by the name of L.F.M aka La Familia Michoacana put out in some type of forum. Long story short this letter tells peole from the state of Michoacan what places they should not be at around certain times for example - night clubs/bars and anywere else theres big crowds of people. For the reason being that gun fights migh accure. And they dont want innocent people to get hurt only the people that are in that type of businees..
I do also have family in the state of michoacan and here about many things that go on out there.

Back then when a lot of mexicans migrated over to the united states or to california at least. It happened to be that lots of people from the state of michoacan moved to the city redwood city. Anybody who lives there know this..
