Just wondering why it matters that you can't pass a "visual" with long tubes but you can pass the sniffer? WTF? Doesn't California care what goes into the air as to what your exhaust "looks" like? Don't worry about the coal industry or the spill in the gulf, just go get those exhaust felons off the street; what a joke!! And those guys with loud mustangs with modified exhaust, freakin' Harleys come right out of the factory with noisiest exhaust I've ever heard. Rant over

No amount of money will get long tube headers to be CARB legal. Moving the O2 sensors further away from the exhaust ports is considered a significant modification to the emission setup.

That, and the fact that you must change the sacred mid pipe in order to install long tubes. They are interested in keeping the factory cats, and also the number of cats in the system.

As was pointed out above, the long tube headers do relocate the O2 sensors further downstream relative to the stock location, which can have a small effect on emissions.
In any case, CA emissions is a bureaucracy. A set of rules is in place that does two things:
a.) It ensures that a car is putting out an acceptable level of emissions as deamed by the state of CA
b.) It ensures that CA maximizes it's profits by nit-picking none-sense that doesn't necessarily have any effect on emissions out the tail-pipe. Aftermarket companies who fall into the category of selling parts that don't have an effect on emissions have to spend big bucks to get qualified for CARB, regardless of what the part is.
IMHO, there should only be one test, a tailpipe test. The rest of it should be nobody's business.
The way we handle smog in this state is extremely dissappointing as the auto-enthusiast crowd takes it right on the chin.
