I just spoke with an Autozone employee who stated that as of 1 month ago, the state of CA is prohibiting the rental of OBDII scanners???
Anyone have details as to wtf is going on?

Yes. Kragen, Auto zone etc do not rent out scanners anymore. You have to buy them now. It was some sort of thing about dealerships complaining to legislation. Renting the code readers out was ruining their business.
