Unplug both oxygen sensors ( upstream) and see if the idle surge goes away. I had a 5.0 explorer do the exact same thing. Was at 2 other shops and one ford dealership and they replaced just about everything but the problem. Turned out to be lazy upstream oxygen sensors.

is it auto or stick? like said above i would check tps voltage recheck for vacuum leaks they can be a pain but sometimes can show up when heat is introduced, also check your coolant temp sensor make sure the car doesnt think the car is still cold or somthing also check the iat same reason, clean the maf (if applicable dont remember the year) i would def look at the temp sensors since it seems to be temp related. lmk

I dont know if this will help but try checking the wiring of the sensors and ground for corrosion. Spray wd40 in sensors and put electrical grease in connectors. My cousin gt had the same problem and that helped.
