I am trying to set the idle at the TB. How open should the butterfly be before I attempt to adjust the tps? Or, am I going at this all wrong and totally overlooking something? What do I have to do? [burnout]

Good link, except in step #5 it says to:

Turn off engine and reconnect the air bypass solenoid *Optional -- set TPS to 0.90 - 0.95 volts (Do not exceed 1.0 volts MAKE SURE!) Use a digital volt meter!

The optional part is NOT optional. YOU MUST reset your TPS setting.

The rest is correct
