There is no frame on a Mustang. They have a unibody design that makes the whole car a shell and incorporates the frame into the shell.

It is possible to cut them up and weld the subframes back on. But it needs to be done on a frame table by professionals and will not be cheap.

Not sure exactly whats wrong but shock towers are replaceable on early Mustangs, I've never seen the control arms welded to the shock towers, although theres a first time for everything I guess. Might want to call Maier Racing 510-581-7600.

So I'm guessing your subframe is junk. You've basically got three options:
1. Find a roller with a straight body and transfer all the parts over.
2. Depending on how much its bent you might be able to get away with a Total Control Products Coilover kit, it has adjustable lower and upper control arms.
3. Get rid of the shocktowers and lower control arm mounts all together. Get a Mustang II IFS conversion kit, you'll get disk brakes, rack and pinion steering, and coilover suspension. Autoworks Mustang II
