At first I thought one of the bulbs was out but that wasn't the case. When I flip the turn signal on I hear it blink really fast, but the turn signals don't blink. Besides the bulbs, what else do I need to check, some relay or something? This is a 95 GT.

check your fuses, check you relays and check your wiring. the fast blink is to let you know there is an open wire in the circut

It should be a fuse. Easy fix

Where are the relays anyways?

the relays are gonna be in the fuse block

Check the light bulb it's probably burned out

sometimes there is a flasher relay and it should be near the fuse panel under the dash
