What rockers are they? Stock ratio is 1.6 and are pedestal mount. TFS heads only come w/ studs.

edit- oops, saw your sig. The answer is No.

I think TFS heads + cobra cam + 1.7 rockers will be fine.

*always* measure twice and turn it over once with the coil removed

yes, the '93-'95 cobras have pedestal mounts. I was just trying to say that 1.7 roller rockers should be ok with the TFS #1 cam. Just measure it twice before firing it up!
If you have to buy rockers, my preference is for 1.6 but hey, whatever works for you. Probably you will need to change springs if you run the TFS#1 and TFS TW heads as the 1.7 will be lifting towards coil bind territory and might not have the required seat pressure.

TFS recommends double springs w/ the stage 1 cam and 1.7's. They will wear out faster, even if you are not hitting coil bind.

Ask questions if you have'em, anyone who thinks they're too cool, know's it all, or doesn't want to look stupid has more problems than you.
