Hindsight is 20/20 but when you have less then a second to react you would want to make sure you end up back home with your wife and kids at the end of your shift. Do the crime pay the fine/serve the time. Those people with "FTP" attitude would probably prefer to live in an anarchist society where it's a free for all and you can kill at will. Moral decay abound.
