Well, when you order a CB radio. it only comes with the radio and what you need to hook to the battery. To make it a functional radio, you'll need a coax cable, CB antenna, and a CB antenna spring ( optional )

As far as the PA goes. you'll need a speaker cable as the PA most likely only comes with the PA and a + and - outlet.

What he said, but as for the speaker i got something like this a few years back and it has been working just fine for years now.

http://www.amazon.com/Audio-Speaker-Weatherproof-Watt-Black/dp/B0094XXIL2/ref=sr_1_5?ie=UTF8&qid=1401841135&sr=8-5&keywords=pa+horn

im assuming your not trying to run sirens or anything, itll work good for voice.
