ok so i take my 1996 volvo to get smogged, tech runs it and it turns out it doesnt pass..he said dipstick needed to be be replaced and he hooked it up to the obdII port and supposedly its throwing out a code (po172) ,,well i find the problem with the code it was a rotted out vacum line i fixed it and also fixed the dipstick. so i go back he plugs the scanner to the obd port and says that its all red lights and that it wont pass plain and simple doesnt explain crap about it but he says he wont even run it on the machine.. wtf!!!heres a pic of the print out,,

All too often someone thinks (not you in this case, I mean in general) they can disconnect their battery or turn a check engine light off on the dash by clearing the code and take it immediately for smog... Fail...

Is this how it has always been, or part of a new smog program they have?

LOL, resetting the check engine light will reset the monitors, meaning you have a problem that is being flagged before the monitors set. Basically the monitors are doing their jobs, you need to fix what's wrong with the car.
