i just bought a rollback for picking up cars at the race track. sears point and thunderhill. i could probably use a couple of lessons or advise. dmv said that i dont need the CA#s is an F450 so i dont have to stop at the weight stations?

You would just have to register as a not for hire but if you gona use it for business you would need the ca and motor carrier permit

get your insurnce from progressive do it online. insure it as personal use. when you go to dmv to reg make sure you pay your weight reg/road weight tax . that gets you the 15,000 pound tag "15" on sides of the truck. you still need those. you dont need a ca # and scales are meant for public service vehicals. personal transport,repossessors and rv's are exempt from scales. you are not providing a public service so no scales. it would be smart to put "not for hire" on side of the truck. if you get caught hooking up or towing a car that someone flagged you down to tow you will open up a pandoras box of problems for yourself.
btw living in fremont you alredy know about the cops that sit on the weight limit/regulated streets in fremont. stay away from those even tho you dont need to have a ca # that will be one of the tickets the asshole gives you it will eventually get thrown out by the judge but it wastes your time. damn if you got a real tow truck, do things legit and use that as a write off on your regular income if this isnt your primary source of money.
Don't get popped though and get towed not being legit then all the fun is over.

They are easy to use. I learned by playing with my brothers when he had them and used them with no problems.
