Go to reddit.com they have a small video up explaining it all. But in a nut shell its basically a bill that will strictly enforce copyright laws over the internet which will make sharing links and videos and al that shit really complicated on forums and other types of sights.. just another useless thing the government is trying to do instead of paying attention to real issues...

US movie and music companies don't like that people can download music and movies for free. They can go after websites that are based in the US and make them shut down or at least remove any copyrighted music/video. They have no legal means to go after websites that are based outside the US.
So, through lobbyists, they are sponsoring a bill that would force US internet companies to stop you from reaching any website, anywhere in the world, that offers copyrighted music or video.
There are two key issues with the proposed SOPA bill: Does preventing US internet users from going to any website violate free speech laws? And, even more controversial, who would have the right to determine the banned websites?
