It's not that hard, if you have a clean background who never got in trouble (run-ins, traffic violations, etc), you're like treasure to the departments.
I know, i have 2 close friends that are cops in SF. Also one cousin who just passed his polygraph and oral, awaiting his academy info.

If the guy has NO prior experience with any run ins, or any past issues then they dont know what to ask him during the polygraph or the oral.
If he is clean, they will ask him tricky questions on the polygraph like "did you ever smoke weed"... "have you ever thought of punching someone?" "why do you want to be a cop?" "do you hate anyone"
Sometimes they bring up high school records too, the DOJ (department of justice) has everything.

Well whatever the case. it's sad that someone with such outstanding character flaws not only got onto the force, but lasted as long as he did. I almost feel like he shouldn't be allowed to resign without and investigation.
