Bank 1 and bank 2 running to lean and are about 25 percent.

unmetered air getting in there and the computer is trying to make up for it. try spraying brake cleaner around the intake manifold and or vacuum hoses. also check the intake boot after the MAF or any hoses coming off that boot to the valve cover.

smoke test it before you do anything else. check for vacuum leak.

It has been smoke tested. Test showed no leaks, Can a dirty fuel filter cause this?

The truck runs fine I just need to pass smog. Rpms stay around 700 at idle. I don't know what else to check.

Assuming its a V6 , very common for lower intake gasket/orings to shrink up ...may not see it in a smoke test. Also check for dirty Maf sensor will cause same thing
