the ballast on my hid fog lights went bad. my dumb ass kept flipping the fogs on which caused some wires to smoke in the bay. There is about 3 inches of exposed wire near the CCRM. The wire is still intact but the insulation is melted off.I have no experience with wiring and was wondering is it safe to wrap it back up as is and still run my fogs? Thanks

use some crimp splicers and a new piece of wire. If the insulation burned off it means the fog lights were drawing too much amperage through that wire which caused it to get hot and melt the insulation.
You could have had a wire break which caused a short in the wire.
I would not recommend that you just tape up a bare wire... Ever.
