Sounds like it, either that or it's bypassed. Typically, you would smell antifreeze or even have it dump on your passenger carpet if it was still hooked up.
That's one of the first things I had to do with my car when I bought it....something the previous owner failed to tell me! Pain in the ass job.

If you have, or know someone that has, a pressure tester, that would be a quick start to tracing down your problem. Could be an air pocket that is trapped some where.

u have a cracked vac line or its not hooked up right, or your heater switches are not gd . the vents in your dash are not acting right for what ever reason. these parts are the normal reasons for heater failure. gd luck.

Have you checked to see if the vacuum line to the check valve is hooked up?
It's a good possibility that blend door isn't working.

My heater core has been done since I got it but now it's super cold in the mornings. I'll be replacing it as soon as it comes, luckily on my '86 I don't have to pull out the whole dash, at least that's how it shows how to do it on Chilton's book.

Ive had 3 aluminum heater cores go out on me. The copper one from Ford has lasted me a long time. It's worth it!
