If you have a new batt and a new alt. you might have connection issues, as the car is on you should have 14.5 V. Normally if not check voltage at alternator.. If theirs a difference between the alt and batt voltage you have a voltage drop.. Or check resistance on all 4 wires.. Ign.-solenoid..solenoid-ground or on the high amp side from starter to solenoid or solenoid to Batt..
