anyone know where they can fix chrome rims? i got some cobras and im guessing they're letting out out of my tires. some where in the bay or valley

is it the tire or the rim? any tire shop can fix the tire, might be cheaper to just buy a new rim it it is the rim if its a common wheel like cobras.
