Like performance wise?is it a big difference does it affect it that much?

Performance is going to be decided by the rest of your combo as everything works together hand in hand. There are alot of different heads out there some will have smog ports and some won't. Even if it does it may not carry a carb number simply bcause it's manufacturer hasnt spend the money to put it through the testing and certification to carry the carb number. You would be surprise what u could manipulate to pass smog out of the sniffer regardless of if the part is 50 state legal or not.

I think the main difference between the two is that the non smog legal heads dont have the egr passage. performace wise they are probly the same

if headers are C.A.R.B legal the manufacture sent then to C.A.R.B to be tested.
For legal to not legal your to vague shorties are legal but long tubes arent legal and yes they make more power
