depends on how far in the hole they are stripp.
couple of ideas with out going to a helicoil is to use a stud on both the header and valvecover. you could use a stud if there is enough threads further in the bolt holes.
if you got to resort to a helicoil, you will have to drill and re-thread the bolt holes for the helicoils. but inorder to access the stripped holes (header side) and do a clean job, that cyl head will need to come off. the valve cover hole can be done in the car but its a angle that you have to drill at and there isn't much meat on that flange, so be careful.
if its a stock iron head I would just get another. if its an aluminum head I would bring to a shop to be drilled out nice and straight

it depends on what you mean by stripped, the way im understanding it is that you rounded off the corners of the bolt head, in that case (im not sure which one you stripped) ill usually tap the head of the bolt with a hammer (in the direction of the hole) then try to grip it with a set of vicegrips, if that doesnt work then i heat and repeat, its a long process but isnt as bad as a broken bolt, Good luck!

drill it out, and install a helicoil. Spend the extra money on a good drill bit so it doesnt break off inside. maybe run a roll tap to see if you can get away with it. Valve cover should be easy, the header is gonna be a bitch... Id tap it then stud it. then helicoil it next time the heads off the engine. Tap magic oil works good when using a roll tap. +1 on the tap and dye.
Just take your time and go slow so you dont break the tap in the hole.
