By you saying you torqued them down, I'm going to assume you're using the stock pedestal mount ones. There could be a bunch of things...those valves are closed, you need longer pushrods, your rockers could need shims, or it could be bad lifters. If so they may be bled down. Are those pushrods bent? Is there any oil or debris in the holes of the ones that are loose?
