Try using an Easy Out.

Best trick in the world is to find a nut that is similar in size, place it over the broken stud, and weld the inside of the nut, then just turn it out with a socket.
Works every time!

+1 if that don't work drill a hole in the middle of the bolt and use a easy out to retrive the bolt. and a lil heat wouldn't hurt either.

drill a small hole through it...usually I wont need an easy out when doing that the bolt will either kinda fall apart and you can take it out or will acutally come out on its own.

Warm up the bolt, not red hot, just like 200 degrees , spray it down with some kind of penetrant not wd-40. let it soak overnight and it will make it easier to come out with the easy out. When you get it out, run a tap down the bolt hole to clean up the threads and get the rust out. When you reassemble it use antisize compound.
