my cuzin is in need of a desperate rebuild he's leaking more oil than a teenage boy with an acne problem ...i soo i believe the best route would be to build budget 306...need suggetions on where and any help from someone who's built one in the 2000 or less budget range

306 is easy to do in the 2000 range but a more cost effective way may be a low mileage 5.0 with some new gaskets in it.
Way cheaper.

you can buy a new 306 shortblock from CHP for about $1500.

what do leaks have to do with needing a rebuild?
new gasketsgo a long way
now if he is burning oil, thats a different story

good time to mention i have a standard short block roller motor (91) with new rings and bearings. Forged pistons (factory castings).
