Topic: Failed SMOG (high CO levels)

My dad took his 1993 Chevrolet S10 in recently and came back with a Gross Polluter slip.
He passed everything except the CO%.
at 15mph: 12.96 (max allowed is .72)
at 25mph: 12.70 (max allowed is .86)
He doesn't know what is wrong with the truck. He took it in to a couple of mechanics who charged him way too much and did nothing to help with the problem.
Can anyone tell me what those numbers usually mean as far as what some possible fixes are?

CO is usualy a fuel related problem. it is way to rich maybe O2 sensor or coolant sensor, and possibly fuel pressure.

What kind of scanner can we use to pull codes from this 1993 Chevy S10?
I think he said he has a check engine light come on occasionally.

Too much fuel. Check fuel psi, then the injectors.

12% wow very very rich.
Related AF sesnors would be CTS (coolant temp), 02 sensor,MAP/MAF or even tps..the IAT (intake air temp) to a small degree would afect the AF ratios.
Sometimes things like a bad TBI or fuel injector/high pressure/bad regulator will cause this problem aswell.
Best place to start would be to scan the ecm and pull the datastream or if the computer has stored codes pull the code by jumping the ALDL connector or using a good scan tool.
Once in awhile the computers will go bad also.

There should be a way outlined in a manual to check codes without a scanner, especially a chevy.
