if u bought the part and it was under warranty, take that -ish back and replace it. check for leaks in the lines as well... but overall sounds like it's the pump itself. good luck.

was the power steering pump bled? the way to bleed it is by turning the wheel all the way to the left and then all the way to the right until you hit the locks on both sides do that and then add more fluid if it needs it and then do it again until it doesn't need anymore fluid and the noise is gone.

at the parts store we reccomend u install a filter in the return line cause sure u may have bought a rebuilt pump and sure its under warranty but who wants to keep changing pumps? get a in line tranny filter slap it in the return side and it should filter out any bad stuff or any residue left over from the rbuild but ford pumps new ,old, rebuilt are still know for the whine!

I would try flushing it. And if you're going to bleed the system you'll need to crank full turn to full turn several times then add fluid when necessary. I've alway found that its best to crack the lines to the power steering box just a tad to let any air out of the lines when bleeding. Then when fluid starts to come out tighten them down and continue to crank side to side and add fluid when necessary. You may even have to add after driving it a while as it can take a bit to work all air completely out of the system. Just recheck every so often. As stated before, a filter is a good idea and I'd also put a cooler on there if you plan on doing lots of road racing or hard driving/turning.
