What does it take to have a 331 ci? Can it be done with a 302 shortblock? All info will be greatly appreciated, thanks.

buy a 331 rotating assembly, have a machine shop, balance the kit, clearance the block for it and install it.

If you don't change the short block then it will remain 302 cubic inches. What you will need is buy a set of pistons that are 4.030" and a crank that has a 3.250" crank.
Take your stock block along with the pistons, crank and rods to a machine shop. They will bore the block, having them balance the rotating assembly (crank, rods, & pistons) and have them assemble the short block along with a new cam.
That will give you the 331 cubic inch short block you are looking for.
You may want to just look for a pre-assembled short block. Here's some prices from a few companies:

D.S.S. Racing Bullet 331: $1,599.95 - 3cc Flattop Forged Pistons - Nodular Iron Crank - Stock Rods
Bullet 331: 1,799.95 - 13cc Max Quence Forged Pistons - Nodular Iron Crank - Stock Rods
Those are just a few of D.S.S. Racing's short blocks, they offer Pro-Bullet, Super Pro-Bullet, and Xtreme X&R short blocks. Price obviously goes up with each "stage".
