If not, I'd do that and drive it 10 miles to heat the car up real nice. The problem is your NO numbers are also high. When you heat it up the HC goes down and NO goes up. So most likely it has a cooling system issue present that's not allowing the engine to reach operating temperature and operate in closed loop. That or a screwed up ECT sensor. BTW high HC is caused by a misfires or running lean, NEVER rich.
