Well... it's actually my fathers car, 96 cavalier. Can anyone help me out with it? Here is the picture of the inspection report.

Seems like it's running rich do the the faulty ECT was the engine nice and warm when it was smogged?
If it was then the ECT should be replaced.

I'm pretty sure he just drove it right over to the smog station.
I'm going to replace it later today and hopefully that will be the problem.

BTW what was up with the air injection failure?

The fail was for the MIL/check light visual and not the air injection, I called him and said the "check engine" light came on during the smog..
So it failed the visual as well.....

Changed the plugs and wires in a while? If not, I'd do that and drive it 10 miles to heat the car up real nice. The problem is your NO numbers are also high. When you heat it up the HC goes down and NO goes up. Sounds like the car needs a basic tune up.

You need to fix your cooling system issue, that will definitely cause high HC.

The trouble code sets and triggers the "check engine" light after two consecutive drive cycles. So most likely it has a cooling system issue present that's not allowing the engine to reach operating temperature and operate in closed loop. That or a screwed up ECT sensor. Definately changing the ECT sensor, didn't even cross my mind to change the plugs or the thermostat.

put a thermostat and that should help. BTW high HC is caused by a misfires or running lean, NEVER rich. After looking at the whole test, it looks a lot like your cat my be bad also, but you only failed by a little so the plugs and stat should get you by this time.
