Probe the green and black wire with your meter with the key on, engine off. The reading is optimal at .98-.99 or so but people have gone less with good results just get it under 1. If you cant get it under 1 enlarge the hole with a drill to allow more adjustment. Also it will need to be moved counter clockwise to lower the reading. on the newer stangs, you will get a reading of .5-1V at idle and increasing to 4-5V at WOT.

ODB II cars including the 94-95 stangs automatically zero in the TPS voltage via the EEC so you don't need to play with the TPS voltage. It's only a foxbody thing.
